Improvements:
Explosive and splash damage now follows the same friendly fire rules that everything else followed. At 0% friendlyfire nothing hurts teammates, and at 100% teammates are hurt the same as enemies.
You now get credit for the kill if you blow up grenades by shooting them (ex: someone else's grenades are on the ground and you shoot them, then you'll get any kills that result from the explosions).
Same as above now applies to rockets -- you get the kills when you cause the explosions.
Kicking ricocheting scissors that are flying through the air will now give you the kill if they hit anyone, and they will no longer hurt you once you kick them (it's like you threw them from that point on).
TeamSay messages are now green with (Team) right after your name. This is only fully supported if the person sending you the message has this patch (or later), too.
Added customizable "Say" and "TeamSay" messages so it's easier to communicate in the heat of battle. You can have up to 8 "Say" and 8 "TeamSay" messages. By default the "TeamSay" messages are bound to keys F2 through F8 and F12, while "Say" messages are not bound to any keys. You can change the key bindings via Options -> Controls -> Misc. and then pick "Pre-set Say Controls" or "Pre-set TeamSay Controls". You can change the default messages by opening the console (press ~ by default) and typing:
SetTeamSay 1 Head to their base!
which breaks down like this: SetTeamSay is the command, 1 is the message number (from 1 to 8) and Head to their base! is the message you want. So now when you press F2 during the game the "Head to their base!" message will be sent to all your teammates. Say messages work the same way but use the SetSay command instead. Remember, "Say" messages aren't bound to any keys by default.
Added customizable "empty messages" that are sent whenever you use "Say" or "TeamSay" without typing a message. By default these are empty so using "Say" or "TeamSay" without a message will not send anything. You can set the empty message from the console (press ~ by default) and typing:
SetEmptySay blahblahblah
which breaks down like this: SetEmptySay is the command and blahblahblah is the message you want to send. After that, whenever you use "Say" without typing anything, it will automatically send blahblahblah. TeamSay works the same way using the SetEmptyTeamSay command.
The default irc channel has been changed from 'irc.gamesnet.net' to 'irc.gamesurge.net'.

New Features and improvements
Steam Cloud has been activated for all platforms.
The amount of vocal variety has been massively increased, including race-specific dialog. 5 new voice classes in total! Also adds more situational dialog for NPC's such as seeing cats, and being on fire. There are even a few more Dude lines now too.

Changes to Achievements
The "CAN YOU DIG IT?!" achievement can now be earned even if you fire a weapon that is not the Shovel, so long as you don't kill with it. Makes it much easier to get this achievement. However, you must now kill at least 30 people with the shovel to qualify, instead of just 5.
The "40 Year Old Virgin" achievement can no longer be obtained in the Enhanced Game. Additionally, using catnip no longer slows down the speed-run timer.

Workshop Support
(Workshop) Custom tags have been removed due to glitches. Unfortunately, they are not likely to make a return. Any items with custom tags will have those tags removed, and any "glitched" tags will be removed and fixed.
(Workshop) Music file support added! You can now include custom OGG tracks, which will be played back with SongThings or level music settings.
(Workshop) Download status is a bit more informative.
(Workshop) "Reset" button added to Workshop Browser. This resets all added modifiers and changes the game mode back to POSTAL 2. Use this if you get in over your head and add too many mods!
(Workshop) Downloaded items are no longer deleted automatically if unsubscribed. This resolves issues with multi-user support, and with saved games becoming inaccessible due to removing Workshop items that were used in a saved game. To permanently delete these items from your hard disk, use the "Purge Workshop" menu option in Options.
(Workshop) You will be warned if you attempt to upload a Workshop item that cannot be played automatically by the end-user. As a reminder, it is highly recommended to properly script texture and sound replacements when possible -- requiring manual installation of mods defeats the purpose of the Steam Workshop.

Major performance improvements to fire effects. Gasoline, napalm, and fire in general should no longer bog down the frame rate as much.
Added AW-style bloody weapon progression to most melee weapons.
Added a new Crouch Toggle option in Game Settings. If enabled, the crouch button acts as a toggle instead of a hold-to-crouch button.
Removed the default keybinds for ShrinkHud and GrowHud, as players were inadvertently triggering these and losing HUD elements. The first time you launch this update the keybinds will be removed and your HUD restored to full, you can reinstate the keybinds manually if desired in the controls menu.
Reinstated the menu options for binding Move and Turn to the keyboard.
Removed the Multiplayer option from the Main Menu as Multiplayer is no longer officially supported.

A long-overdue update to the Mac OS X version. This includes all previous updates, including the Paradise Lost DLC, Steam Workshop support, full controller support, and more.
Updated the Linux and Mac builds to SDL2 for improved compatibility across the board, especially on multi-monitor setups.
Added an Inventory Selection Menu to address the difficulty of finding a particular powerup in the heat of action. It has been bound to the Tab key for you (on the gamepad it is Left or Right on the D-pad).
Fixed a bug causing the “GOOD MORNING, VIETNAM!” achievement to not unlock properly.
Added a “Dual Wield Swap” option which reverses the Fire and Alt Fire buttons while the player is dual-wielding or if a particular weapon suggests a reversed fire mode.
Many bug fixes and updates to several areas of Paradise Lost, POSTAL 2, and Apocalypse Weekend.
Added a slider to the video configuration menu on Linux and Mac to select which display the game should run on.

Chinese localizations added! To play the game in a different language, select one through Steam from the Languages tab in the game’s Properties.
Subtitle system added! At the in-game Audio settings menu, check the “Enable subtitles” option to turn them on. This menu is also where you select your subtitle language and configure the text size.

Strict Speedrun Timer option implemented. For expert speedrunners, this option makes it so that the in-game timer is always counting, except during loading screens. Even reloading your game counts against you!
